The peacock is a symbol of rebirth.

The feathers are being spread to symbolize that their eyes are open ready to attract their passions and desires.

The skulls at the bottom represent the struggles and barriers in life. The peacock is simply walking over these old ideas with eyes wide open in order to focus and attract the positive dreams ahead.
